Born from a major redevelopment of the Moulins area, Le Régina occupies a distinctive position within Monte-Carlo. Completed in 1982 at 15 Boulevard des Moulins, the building forms part of the link between this main thoroughfare and Avenue Saint-Charles, on a site once occupied by the Monte-Carlo market.

Its architecture reflects this urban role through a mix of uses. Retail premises occupy the ground floor, offices are located across the first levels, while the upper floors are dedicated to residential accommodation. The building rises across nine levels and also incorporates parking facilities.
