Bel Air Project in Monaco: 197 Homes to Transform the Western Gateway

Located at 64 Boulevard du Jardin Exotique, the Bel Air project is one of the main public residential developments currently underway in Monaco. Replacing the former state-owned building, the Principality is constructing three buildings comprising 197 homes, a nursery, office space, parking facilities, and shared community areas.

With its scale and environmental ambitions, the project goes far beyond the simple reconstruction of a residence. It is intended to transform the Jardin Exotique district while addressing a major challenge: creating housing in a territory where land remains extremely scarce.

A major development in the Jardin Exotique district

The former Bel Air building, constructed in 1966, had eleven floors and 88 apartments. Its demolition freed up a strategic plot located on the heights of the Principality, close to the Princess Grace Hospital Center and one of Monaco’s main entry points.

The new complex will consist of three buildings rising 13, 18, and 23 storeys, built on a shared four-level underground base. It will include 197 homes, a nursery, tertiary office space, parking facilities, and a forecourt connected to Boulevard du Jardin Exotique. (JB Pastor & Fils)

This development reflects the ongoing transformation of the Jardin Exotique district, known for its peaceful atmosphere, open views, and elevated position above Fontvieille and the Rock of Monaco.

Bel Air is therefore part of Monaco’s strategy of rebuilding and increasing density on already urbanized plots in order to expand the residential housing supply.

197 homes primarily intended for families

The future Bel Air development will offer 48 one-bedroom apartments, 81 two-bedroom apartments, 61 three-bedroom apartments, and 7 four-bedroom apartments. Family-sized homes therefore occupy a central place in the program.

Most apartments are designed to benefit from dual orientation, enhancing natural light and ventilation. The façades will be extended by continuous terraces and large integrated planters.

Developed on behalf of the Princely Government, the project forms part of the state-owned housing stock. The apartments will not be offered on the private real estate market but allocated according to the rules governing housing reserved for Monegasque citizens.

A residence with local amenities

The new Bel Air will not be limited to residential apartments. Its podium will accommodate several facilities intended for residents and families in the neighborhood.

The project also includes a forecourt open onto Boulevard du Jardin Exotique, featuring relaxation areas, children’s play spaces, and occasional neighborhood activities.

A community room, a swap room, and a rooftop vegetable garden installed on one of the buildings will further reinforce the collective dimension of the development. The objective is to create a genuine living environment and encourage interaction between residents.

An extensively landscaped architecture

Vegetation plays a major role in the new Bel Air project. Plantings are planned on façades, terraces, rooftops, the patio, and the forecourt.

The integrated planters are intended to soften the mineral appearance of the buildings. Plant species will be selected according to exposure and the Mediterranean climate in order to reduce irrigation requirements.

This approach aligns with Monaco’s urban greening initiatives, where façades, balconies, and rooftops are becoming essential supports in a highly dense environment.

Vegetation will also help reduce heat during the summer period. Features designed to promote local biodiversity are planned around the buildings.

Nearby, the reopening of the Monaco Exotic Garden will further enhance the natural and residential appeal of the area.

Strong environmental ambitions

The development follows a High Environmental Quality Housing approach and aims to achieve Silver level certification under Monaco’s Mediterranean Sustainable Buildings framework, known as BD2M.

The project includes photovoltaic panels, heat pumps, geothermal energy, and a dual-flow ventilation system with energy recovery. These installations are intended to reduce the residence’s energy consumption.

Part of the greywater from showers and washbasins will also be treated and reused for irrigating landscaped areas.

This design reflects a broader trend in Monegasque real estate, which seeks to combine architectural quality, resident comfort, and a reduced environmental footprint. The residence L’Exotique also illustrates this desire to integrate new developments more closely into the Mediterranean landscape.

A particularly complex construction site

The configuration of the site required extensive demolition, excavation, and retaining works. The construction site is located on a steep plot within a dense urban environment and close to the Princess Grace Hospital Center.

The demolition of the former building involved the removal of several thousand tonnes of materials. The foundation level had to be lowered in order to create the podium and underground levels.

Teams also extracted a significant quantity of rock and installed high retaining structures. In addition to these technical challenges, the project faces substantial logistical constraints, with limited access points for machinery and material removal.

Specific measures have been implemented to reduce noise, dust, and disturbances for local residents and the neighboring hospital.
