
At 19 Boulevard du Larvotto, a new state-owned real estate development is gradually taking shape. Named Larvotto Supérieur, the project will include 35 apartments reserved for Monegasque residents, as well as a Monaco Telecom data center and nearly one hundred parking spaces.
In a Principality where available land is extremely scarce, the development stands out above all for the complexity of its location: approximately 1,080 m² of land, a significant elevation difference and a particularly dense urban environment.
Initially approved in 2024, the project reached another major milestone in April 2026 with the adoption of legislation allowing the various plots required for its development to be consolidated. Completion is now scheduled for the end of 2028.
Larvotto Supérieur is part of the National Housing Plan for Monegasques, launched in 2019 to gradually increase the number of state-owned apartments available in the Principality.
When it was first approved by the Municipal Council in January 2024, the project included a building of around ten storeys. At the time, its cost was estimated at approximately €45 million, with completion scheduled for 2027.
Since then, the timeline and certain aspects of the development have evolved. Completion is now expected in the last quarter of 2028, notably following the identification of new geotechnical constraints on the site.
Larvotto Supérieur therefore contributes to the renewal of Monaco’s public residential housing stock, alongside the numerous private developments currently transforming Monaco’s real estate market.
One of the distinctive features of Larvotto Supérieur is its location.
The site covers approximately 1,080 m² and has an elevation difference of nearly 17 metres. It is set within an already densely developed environment, with direct access from Boulevard du Larvotto.
This configuration has had a major influence on the building’s design. One of the architects’ main objectives is to avoid creating the impression of a massive block among the existing buildings.
The project is located in the north-eastern part of Monaco, close to the La Rousse district and just a few minutes from Larvotto and its seafront.
The location is particularly representative of Monaco’s urban density: every new development must take into account the topography, neighbouring buildings, traffic routes and the extremely limited availability of land.
The architecture is based in particular on a succession of curved slabs and continuous balconies. A central opening visually divides the building into two sections, creating greater transparency and reducing the impression of mass when viewed from the boulevard.
All apartments will have dual-aspect layouts and benefit from outdoor spaces. The load-bearing structure will also provide a degree of flexibility in the internal layout of the apartments.
Vegetation plays an important role in the design. A double-skin planted mesh will cover part of the façade, with climbing plants helping to naturally regulate light and privacy according to the seasons.
The project is also aiming for HQE and BD2M environmental certifications and will feature a hybrid structure combining timber and concrete.
This ambition to incorporate more vegetation into new developments can also be seen in several recent projects across the Principality, where architecture and landscaping now play an increasingly central role.
Given the shortage of state-owned housing, the possibility of increasing the height of Larvotto Supérieur to create additional apartments was considered.
The proposal was notably supported by several members of the National Council, who want to maximise the potential of the few remaining publicly owned plots available for development.
However, the Government ruled out this option.
The site’s topography, narrow dimensions, enclosed location and immediate proximity to existing buildings limit the possibilities for vertical expansion. Increasing the height could also accentuate the “canyon” effect along the boulevard and increase overlooking between the development and neighbouring residences.
The number of apartments will therefore remain fixed at 35 for the time being.
Larvotto Supérieur has another distinctive feature: the building will also house strategic digital infrastructure.
A data center of approximately 1,318 m² for Monaco Telecom is planned within the lower levels of the development. Initial presentations referred to four underground levels, two of which would be dedicated to this infrastructure.
This choice is particularly representative of the way Monaco seeks to optimise its limited space. On a plot of just over 1,000 m², residential units, parking facilities, technical equipment and digital infrastructure will all coexist.
However, the continuous operation of a data center involves significant requirements in terms of cooling, electricity supply, security and noise management.
The initial project presented in 2024 included 37 parking spaces for cars, as well as an area dedicated to two-wheeled vehicles.
The development has since evolved. The latest information released in 2026 now refers to 94 parking spaces.
This increase is notably linked to an extension of the project beneath Boulevard du Larvotto, which required an adjustment to the development’s land footprint.
In April 2026, the National Council therefore approved the declassification of two plots belonging to the State’s public domain, representing approximately 1,115 m² of embankment, pavement and roadway. This operation makes it possible to consolidate the land required for the Larvotto Supérieur project.
In Monaco, underground developments and the use of subsurface space regularly provide a solution for creating new infrastructure without significantly increasing the visible footprint of buildings.
The Larvotto Supérieur timeline has evolved since the project was first presented.
In 2024, completion was still scheduled for 2027. According to the latest information released during National Council debates in April 2026, the project is now expected to be completed in the last quarter of 2028.
This delay is notably linked to a geotechnical reassessment. The building has been classified as a sensitive structure, resulting in additional technical requirements that could extend the construction period by approximately four months.
Larvotto Supérieur therefore joins several major developments currently under construction or in preparation across the Principality, as Monaco continues to transform its districts and expand its residential offering.
